Blur his skin using a Soft Round brush, 8px, 64% opacity. Then sharpen his eyes using a Soft Round brush, 13px, 50%. Clicking on the area once should do it. CTRL+SHIFT+B for auto color.
STEP TWO:
Paste the left pattern (forgot who made it, sorry!) into a new layer on top. Set it to Color Burn, 100% opacity.
STEP THREE:
Duplicate the blurred and sharpened base (left) and set it on top. Set the layer to Screen, 100%.
STEP FOUR:
Create a new layer on top and paste the pattern on the left. Set the layer to Soft Light, 100%.
STEP FIVE:
Create a new layer on top. Using a Soft Round brush, 65px, 100% opacity, Color #790026, make a dot like shown left. Set the layer to Screen, 100%.
STEP SIX:
Type "gerard" in white using VT Corona font, 10pt.
Rasterize the layer. The CTRL+A to select all in the text layer. Right-click and go to "Free Transform". Play around with rotating it until you get the desired result
